A document from the latest batch of Jeffrey Epstein-related files released by the U.S. Department of Justice has gone viral due to its shocking contents: an internal 2019 email chain between the FBI’s New York field office and the NYPD’s Child Exploitation/Human Trafficking Task Force summarizing an interview with a man described only as a “purported Epstein victim.”
The email, dated August 28, 2019, and now publicly available as part of the DOJ’s DataSet 9 release (EFTA00147661.pdf), recounts extreme allegations of sexual abuse, ritualistic violence, and involvement by high-profile figures including former Presidents Bill Clinton and George H.W. Bush (referred to as “George Bush 1”).
What the Document Alleges
According to the summary provided by an NYPD detective:
- The individual claimed he was raped (sodomized) by Jeffrey Epstein and Bill Clinton on a large yacht in 2000 while in a “heavy drug-induced state.”
- He further alleged he was raped by “George Bush 1”
- While on the yacht, he said he witnessed African American males having sex with white blonde females who were “bleeding during intercourse.”
- He described being the victim of a “ritualistic sacrifice” in which his feet were cut with a scimitar, yet left “no scarring.”
- He claimed to have witnessed babies being dismembered, their intestines removed, and individuals eating the feces from those intestines.
The claims were presented as “recovered repressed memories” that only surfaced after the man began therapy around 2016. He offered no supporting evidence, witnesses, or corroboration that could be contacted.
Law Enforcement’s Skeptical Response
The tone of the email chain itself reflects significant doubt from investigators. After the NYPD detective’s initial summary, an FBI Supervisory Special Agent (SSA) replied:
“Thanks [redacted], I didn’t realize Bush raped him too. Ok.”
The full interview notes state the man arrived at the FBI office escorted by Michael Moore (not the filmmaker), creator of the conspiracy-oriented website True Pundit. The document notes that True Pundit has been described by multiple sources as a site that attempts to paint the FBI in a negative light, and that Moore himself has a criminal record stemming from an FBI investigation (copyright infringement).
The victim was described as unemployed, living with his mother and her boyfriend, with a history of hallucinogenic mushroom use and current marijuana use. The interviewing agents noted he “appeared to me emotionally unbalanced” but not intoxicated. The final recommendation in the email: “At this time it is not recommended that any additional investigative resources be expended concerning [the] claim.”
Context of the Release
This email is one of thousands of pages from the ongoing court-ordered and legislatively mandated release of Epstein-related materials. It does not represent new charges, court testimony, or corroborated evidence. George H.W. Bush died in November 2018, roughly nine months before the interview took place.
The document has sparked intense online discussion, with some viewing it as explosive new evidence of elite involvement in horrific crimes and others highlighting the lack of substantiation and the investigators’ clear skepticism at the time.
As with many tips received during the Epstein investigation, authorities appear to have documented the claims while quickly determining they lacked credibility or investigative value.

No further action on these specific allegations appears to have been taken following the 2019 interview.
